What Is Medicare Open Enrollment?

Medicare Open Enrollment usually refers to the fall period when many people can review or change Medicare Advantage and Part D coverage.

This is also called Annual Enrollment or AEP.

It is not the same as your Initial Enrollment Period when you first become eligible for Medicare.

It is also not the same as every Special Enrollment Period.

What You Can Do During Fall Open Enrollment

Depending on your current coverage, you may be able to:

  • Switch from one Medicare Advantage plan to another
  • Switch from Original Medicare to Medicare Advantage
  • Switch from Medicare Advantage back to Original Medicare
  • Join a Part D prescription drug plan
  • Switch Part D plans
  • Drop Part D coverage

The options depend on your situation.

Medicare Advantage Open Enrollment: January 1 to March 31

Medicare Advantage Open Enrollment runs from January 1 through March 31.

This window is for people who are already enrolled in a Medicare Advantage plan.

It is not the same as fall Open Enrollment.

It is not for everyone on Medicare.

Who Can Use Medicare Advantage Open Enrollment?

Medicare Advantage Open Enrollment is for people already enrolled in a Medicare Advantage plan.

During this window, they may have a one-time opportunity to change to another Medicare Advantage plan or return to Original Medicare, depending on the situation.

If returning to Original Medicare, Part D and Medigap timing should be reviewed carefully.

What You Can Do During Medicare Advantage Open Enrollment

During Medicare Advantage Open Enrollment, a person already in Medicare Advantage may be able to:

  • Switch to another Medicare Advantage plan
  • Drop Medicare Advantage and return to Original Medicare
  • Join a Part D plan if returning to Original Medicare

This window does not generally allow people with Original Medicare to newly join Medicare Advantage unless another enrollment period applies.

What Open Enrollment Does Not Always Allow

Open Enrollment does not mean every change is available without restrictions.

For example:

  • Medigap underwriting may apply in many situations.
  • Some changes depend on current coverage.
  • Plan availability varies by county.
  • Prescription and network changes should be reviewed carefully.
  • Special Enrollment Periods have separate rules.

Do not assume you can change anything at any time.

Part D Changes During Open Enrollment

Part D plans can be reviewed during fall Open Enrollment.

Review:

  • Prescription list
  • Drug tiers
  • Formularies
  • Deductibles
  • Copays
  • Coinsurance
  • Preferred pharmacies
  • Mail order
  • Prior authorization
  • Step therapy
  • Quantity limits

Part D plan choice can change yearly costs significantly.

  • Waiting until the deadline
  • Choosing only by premium
  • Ignoring prescriptions
  • Ignoring pharmacy costs
  • Assuming doctors are still in-network
  • Choosing a plan only for dental benefits
  • Confusing Annual Enrollment with Medicare Advantage Open Enrollment
  • Assuming Medigap is guaranteed
  • Not reviewing the Annual Notice of Change

How Open Enrollment Is Different From Turning 65

Turning 65 usually involves the Initial Enrollment Period.

That is when people first become eligible for Medicare in many cases.

Open Enrollment happens every year and is mainly for reviewing or changing Medicare Advantage and Part D coverage.

How Open Enrollment Is Different From Special Enrollment

Special Enrollment Periods are based on certain life events or coverage changes.

Examples may include moving, losing coverage, entering or leaving certain institutions, or other qualifying events.

The rules and timing depend on the situation.
